An ethnic Hutu who identified as a moderate and was deeply involved in the opposition to former President Juv\u00e9nal Habyarimana, he was chosen by the Tutsi-led <b>Rwandan Patriotic Front (RPF)<\/b> to head the post-Genocide Government of National Unity. Twagiramungu was chosen to be the <b>Prime Minister-designate<\/b> of this transitional government. However, the BBTG was never installed before the start of the 1994 Genocide.<\/p>\n<\/li>\n<\/ul>\n<h3 data-path-to-node=\"8\">Prime Minister and Break with the RPF (1994\u20131995)<\/h3>\n<ul data-path-to-node=\"9\">\n<li>\n<p data-path-to-node=\"9,0,0\"><b>Post-Genocide Appointment:<\/b> After the RPF&#8217;s military victory ended the Genocide against the Tutsi in July 1994, Twagiramungu finally assumed the post of Prime Minister in the RPF-led <b>Government of National Unity<\/b> under President Pasteur Bizimungu. This appointment was meant to symbolize national unity, drawing on Twagiramungu&#8217;s moderate Hutu background and his support for the Arusha process.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"9,1,0\"><b>Resignation:<\/b> Twagiramungu&#8217;s tenure was brief. He came to strongly disagree with the RPF&#8217;s policies and actions, citing concerns over ongoing <b>army killings of civilians<\/b> (Hutus) and the lack of government action against insecurity and human rights abuses. Citing a lack of effective power, he resigned in <b>August 1995<\/b> and was briefly placed under house arrest before leaving the country for exile in Belgium.<\/p>\n<\/li>\n<\/ul>\n<h3 data-path-to-node=\"10\"><\/h3>\n<h3 data-path-to-node=\"10\">Opposition and Exile<\/h3>\n<ul data-path-to-node=\"11\">\n<li>\n<p data-path-to-node=\"11,0,0\"><b>Vocal Critic:<\/b> From Belgium, Twagiramungu emerged as a staunch and vocal <b>critic of Paul Kagame&#8217;s<\/b> government, accusing the RPF of establishing an authoritarian, one-party system. He co-founded an exiled opposition party called the <b>Democratic Forces for Resistance (FRD)<\/b>.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"11,1,0\"><b>2003 Presidential Bid:<\/b> In 2003, he returned to Rwanda to contest the presidential election against Paul Kagame. His political party, the MDR, was banned shortly before the election on accusations of promoting &#8220;ethnic divisionism.&#8221; Running as an independent, he finished a distant second (<span class=\"math-inline\" data-math=\"3.62\\%\">$3.62\\%$<\/span> of the vote) but refused to accept the result, claiming widespread irregularities and intimidation. He immediately returned to self-imposed exile in Belgium.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"11,2,0\"><b>Later Politics:<\/b> He continued his opposition activity from abroad, founding the <b>Rwandan Dream Initiative (RDI)<\/b>. In his later years, he became highly controversial, with the Rwandan government accusing him of <b>genocide denial<\/b> and working with extremist groups in exile.<\/p>\n<\/li>\n<\/ul>\n<p data-path-to-node=\"12\">Faustin Twagiramungu died in Brussels in December 2023, never having reconciled with the RPF government.
